Here is the step-by-step procedure in order to fix the black screen issue:

  1. Connect with RDP as administrator.
  2. Ensure that the user who has the black screen has NO APPLICATIONS ASSIGNED.
  3. Connect with RDP as the user.
  4. Open the Control Panel
  5. Go to Appearance and Personalization.
  6. Go to Personalization “Change Theme”.
  7. Ensure that Desktop Background is Harmony and that the color is Color3.
  8. Log off as that user.
  9. Log on again as the user.
  10. You should now see EVERYTHING
  11. Log off user.
  12. Log on as the administrator.
  13. Assign the applications to the user you just fixed.
  14. Log on as the user and TEST.
